LEAD AND COPPER RULE REVISIONS (LCRR) PROGRAM

Rockdale County Water Resources Department is dedicated to delivering safe, clean, and dependable drinking water to all of our customers. As part of our commitment, we work alongside residents to determine the materials used in their water service lines. A service line is the pipe that connects your home to the public water main, typically located under the street, and serves as the primary channel for water entering your property.
In compliance with the U.S. Environmental Protection Agency’s Lead and Copper Rule Revisions (LCRR) and guidance from the Georgia Environmental Protection Division (EPD), Rockdale County must identify and inventory all service lines that may contain lead within our water distribution system.
Purpose
In accordance with the U.S. Environmental Protection Agency’s (EPA) Lead and Copper Rule Revisions (LCRR), water utilities across the country are now required to identify and document all service lines within their water systems. To meet this federal requirement, the Rockdale County Water Resources Department is launching its Service Line Inventory Program. Like many other water systems in Georgia, Rockdale County has neighborhoods with older homes and buildings that may still have lead or galvanized steel service lines. These small, underground pipes connect the public water main—typically located in the street—to individual homes and buildings. Galvanized steel pipes, even though not made of lead, can still be a source of contamination due to prior contact with lead components.
As water passes through these aging service lines, corrosion can cause lead to enter the treated water delivered to customers. In addition to lead service lines, sources of lead in drinking water may also include old solder used in indoor plumbing and certain outdated plumbing fixtures.
Exposure to lead poses significant health concerns, especially at high levels. Lead accumulates in the body over time and can affect the brain, kidneys, and red blood cells. Vulnerable populations—particularly young children, pregnant individuals, and developing fetuses—are most at risk.
The Rockdale County Water Resources Department remains committed to protecting public health and reducing lead exposure in our community. Efforts already in place include:
- Routine water quality testing in compliance with Georgia Environmental Protection Division (EPD) regulations.
- Transparent reporting of test results through our Annual Water Quality Report.
- Corrosion control treatments implementation that helps minimize the leaching of lead from pipes, plumbing materials, and fixtures into the water supply.
