Kimbry Peek Bio:
Peek has more than 20 years in construction, capital improvements, and public works arenas. He holds a bachelor’s degree in operations management from American InterContinental University and a number of professional certifications and licenses. He previously worked with the city of Atlanta Watershed Management/Wastewater Department. He served in a variety of roles, including watershed director and manager, and wastewater collections superintendent.
Denita Burton
General Manager
Denita Burton serves as the General Manager of Customer Care and Business Affairs, where she oversees the day-to-day operations of Customer Service, Billing, Collections, Meter Readings, and the Call Center.
A proven and well-rounded leader, Denita is deeply committed to serving the constituents of Rockdale County and making a meaningful impact in the community. With a collaborative leadership style, she builds strong relationships and fosters open communication, creating alignment and driving progress across all areas of engagement.
Denita is a seasoned water-industry executive with more than 12 years of experience with the City of Atlanta. During her tenure, she led critical functions including budget management, new meter purchases and installations, construction projects, the Advanced Metering Infrastructure (AMI) project, and Utility Revenue Management (URM).
Her expertise spans financial strategy, operational efficiency, organizational growth, transformation, and risk management. Denita is recognized for building strong partnerships across organizations and bringing teams together to move complex projects forward successfully. Her strategic vision and commitment to operational excellence have been instrumental in advancing major initiatives and strengthening service delivery.
Outside of her professional responsibilities, Denita enjoys watching college football and bowling.
Water Resources Administration oversees the day-to-day operations of the water and wastewater systems for Rockdale County. The Director reports to the Chairman of the Board of Commissioners.

Vaughn T. Jamison, I
Deputy Director
Vaughn Jamison is a seasoned utility and municipal leader with over 20 years of experience across the public and private sectors. His career reflects a strong blend of operational excellence, strategic leadership, and a deep commitment to championing the customer experience. As a passionate and sought out communicator, he is an advocate for data-driven decision-making, leveraging analytics to improve service delivery, enhance customer engagement and drive organizational performance.
Vaughn serves as Deputy Director of Rockdale County’s Water Resources, where he leads initiatives to streamline operations, strengthen customer-centric programs, and ensure responsible financial stewardship. He holds a bachelor’s degree from Morehouse College and is recognized for his dedication to public service, financial management, and community engagement.
Richard Davis, Jr.
General Manager
Infrastructure
Richard Davis is a seasoned public service leader, he brings extensive experience in municipal water and wastewater management, specializing in infrastructure operations, regulatory compliance, and team leadership. He earned a Bachelor of Science in Interdisciplinary Studies from Norfolk State University, with minors in Sociology, Criminal Justice, and Political Science.
He currently serves as Rockdale Water Resources General Manager of Infrastructure, where he provides strategic oversight of water distribution, wastewater collection systems, and capital improvement programs. He leads the planning, construction, maintenance, and rehabilitation of critical infrastructure to ensure system reliability, environmental compliance, and long-term sustainability.
Known for his collaborative leadership style, he works closely with engineers, government leaders, and community stakeholders to deliver efficient, innovative, and high-quality utility services.
